Bicycle stands removed in Clifton, Bristol

The bicycle stands on the pedestrian crossing opposite Brown's on Queen's Road, Clifton, Bristol, have been removed.

Even though the crossing has been enlarged by recent roadworks, with new traffic lights and paving slabs installed, it is a mystery why the bicycle stands have been removed.
The stands were always popular with cyclists, who are now forced to lock their bikes to a metal fence as you can see in the photograph above.
I hope this is only a temporary measure or mistake. I thought that Bristol was meant to be a cycle-friendly city.
One of the best ways to ensure that is to have ample cycle parking facilities, not remove stands altogether.
