Pelican crossing replacement on Blackboy Hill

While pottering around Blackboy Hill I noticed a planning application tied to a lampost (see pic below) announcing plans to replace the pelican crossing at the top, with a signalised junction which will include 'pedestrian facilities'.

I'm a little confused by this as I'm sure they spent several weeks just before Christmas replacing all the traffic lights on the junction, including the road leading into Upper Belgrave Road, which is where these traffic lights are.
But I'm also quite confused about what a signalised junction with pedestrian facilities might mean.
What was wrong with pressing a button and waiting for the green man to flash?
My other thought is that this could well be an application for retrospective planning permission as Bristol City Council has already done the work. Although I had a feeling you had to say if it was retrospective.
Anyway, this may all sound a bit tedious, but they are planning to do something at that junction and it's not really clear exactly what.
Unfortunately I only just spotted the notice and the deadline for objections is, erm, today, Jan 28.
It may seem like a fairly unremarkable thing, but that is a busy junction for cars and pedestrians and so if they're going to remove the existing pelican crossing, I'd like to know what's going in its place.
